Ceteareth-28s are liquid to waxy solids. 
Ceteareth-28s are used in cosmetics and personal care products, skin care products, moisturizers, hair creams, products used in sun and closed skin, hair dyes, colors and color tones.

Ceteareth-28s help to form emulsions by reducing the surface tension of the substances to be emulsified. 
Ceteareth-28 is also used to reduce the thickness of liquid cosmetics and personal care products. 

Ceteareth-28 helps dissolve other ingredients in a solvent they wouldn't normally dissolve.
Ceteareth-28 helps water mix with oil and dirt to cleanse skin and hair so these ingredients can be rinsed off.

The Seteareth group of Ceteareth-28s are synthetic compounds synthesized by a process known as ethoxylation, which is a chemical reaction in which ethylene oxide is added to a substrate. 

Regarding Ceteareth-28s, there are two substrates: cetyl alcohol and stearyl alcohol, both naturally derived from coconut oil. 
The number associated with Ceteareth-28 indicates the average number of repeating ethylene oxide units in the molecule. 

There are 32 different Ceteareth-28s in total.
In cosmetics and personal care products, Ceteareth-28 functions as an emulsifier and wetting agent. 

Ceteareth-28 can be found in skin care products, conditioners, sun and indoor tanning products, and hair dyes, colors, and tints.
As an emulsifier, Ceteareth-28 consists of a water-loving hydrophilic head and an oil-loving hydrophobic tail. 

The hydrophilic head is directed to the aqueous phase and the hydrophobic tail to the oil phase. 
This structure allows Ceteareth-28 to reduce surface tension by positioning itself at the oil/water or air/water interface, which has a stabilizing effect on the emulsion.

Ceteareth-28 has an HLB of 13.5. 
Ceteareth-28 is an empirical statement for the relationship of the hydrophilic and lipophilic groups of an emulsifier. 

An HLB greater than 10 means the substance is water soluble. 
High HLB emulsifiers such as Ceteareth-28 lead to oil-in-water emulsions.

The safety of Ceteareth-28 and other ceteareth ingredients has been evaluated by the Cosmetic Ingredient Review (CIR) Expert Panel. 
The panel evaluated the scientific data and stated that ceteareth ingredients should not be used on damaged skin. 

This conclusion was based on research that kidney damage occurs when polyethylene glycol (PEG) components are applied to the damaged skin of burn patients. 
As Ceteareth ingredients are polyethylene glycol ethers of cetearyl alcohol, the Panel recommends that the use of ceteareth ingredients be avoided on damaged skin. 

Overall, the CIR Expert Panel concluded that Ceteareth-28 ingredients are as safe as used in cosmetic and personal care products.
Despite Ceteareth-28 approval by the CIR Expert Panel, there are concerns regarding the presence of ethylene oxide in this ingredient. 

This is because the ethoxylation process can lead to contamination with 1,4-dioxane, a potentially dangerous byproduct. 
1,4-dioxane is a known animal carcinogen that readily penetrates the skin. 

According to the National Toxicology Program, "1,4-dioxane is reasonably expected to be carcinogenic in humans." 
Ceteareth-28 has also been associated with skin allergies. 

However, the potential presence of 1,4-dioxane can be checked with purification steps to remove Ceteareth-28 before blending it into cosmetic formulations.
Ceteareth-28s are made from cetearyl alcohol, which is a mixture of cetyl and stearyl alcohol and ethylene oxide. 

The numerical value represents the average number of ethylene oxide molecules added to form the specific Ceteareth component. 
For example, Ceteareth-28 is made by reacting Cetearyl Alcohol with an average of 2 molecules of ethylene oxide.

The INCI names ceteareth-n (where n is a number) refer to polyoxyethylene ethers of a mixture of high molecular mass saturated fatty alcohols, particularly cetyl alcohol (m = 15) and stearyl alcohol (m = 17). 
The N number indicates the average number of ethylene oxide residues in the polyoxyethylene chain.

Ceteareth-28s are non-ionic surfactants, working by simultaneously attracting both water and oil, and are often used as emulsifiers in soaps and cosmetics.
Ceteareth-28 has the feature of forming emulsion while reducing the surface tension.
