In cosmetics and personal care products, all three ingredients CTAC is used as antistatic agent.

We would not recommend using Cetrimonium Chloride in leave-on formulations as it can be a skin irritant when left on the skin, it is suited to rinse-off formulations.

Repeated insult patch tests of concentrations of up to 0.25% Cetrimonium Chloride produced no sensitization reactions, although irritation was observed during induction.
Cetrimonium Bromide caused developmental effects following intraperitoneal injection of 35 or 10 mg/kg. 
Dermal exposure to 2% Cetrimonium Chloride produced no evidence of developmental effects; nor did 2.5% Steartrimonium Chloride.

How Cetrimonium chloride Is Made
Cetrimonium chloride is a quaternary ammonium salt.

While Cetrimonium Chloride’s typically purchased in a 30% concentration, by the time it’s mixed with the other condition ingredients, soaps, and plant oils, most conditioners contain less than 2% of this ingredient. 
The FDA has reported this ingredient as being commonly found in lotion at 0.2%.
This ingredient can be made synthetically, but Public Goods derives it from vegetable oils. 
In addition, we use dimethicone, a skin protectant, to keep our conditioner as gentle as possible.

Risk Factors of Cetrimonium Chloride
The FDA, EWG, and the European Chemicals Agency (ECHA) stress the fact that this chemical may cause eye and skin irritation. 
Therefore, consider skipping this ingredient when making baby shampoo formulations.

Cetrimonium Bromide, Cetrimonium Chloride, and Steartrimonium Chloride are quaternary ammonium salts used for a variety of purposes in cosmetics at concentrations of up to 10%. 
Cetrimonium Bromide given orally is poorly absorbed from the intestine and is excreted in feces. 

Cetrimonium Bromide applied dermally is absorbed into the skin, but not rapidly. 
Dermal irritation and sensitization and ocular irritation are seen with these quaternary ammonium salts.

No, but Cetrimonium Chloride is very useful for hair products.
Strengths: Excellent conditioning agent
Weaknesses: Low maximum usage rate for leave-on products due to high potential for skin irritation.
Alternatives & Substitutions: You’d need something else liquid and cationic at a bare minimum; something like honeyquat or Polyquaternium-7 could be a good place to start.
