PEG-90 is polyethylene glycol, a polymer of ethylene glycol.  For a solvent to be considered as useful in any product, it has to have some characteristics. 
PEG-90 has all the characteristics suitable for the ideal solvent. 
PEG-90 is a very mild, water-soluble, non-ionic polymer compatible with many other ingredients used in cosmetic products.

PEG-90 can attract water molecules and make it available to use for the skin or hair. So, it is used as a binder, emulsifier, and viscosity controller in cosmetic products. Various reactive molecules it contains makes it a good stabilizer for any product. 
PEG-90 helps calm any other reactive groups in various ingredients and thus gives stability throughout the shelf life. As an emulsifier, it inhibits the water and oil-based components to get separated from each other. This is particularly useful when the product is undergoing any temperature or humidity changes drastically. 

PEG-90 also functions as a binder and keeps all the components of the product to stick and bonded together. 
PEG-90 is a very acceptable binder with the least cross-reaction capabilities, so desirable thickness can be achieved.  For any product, viscosity is a very critical factor, too viscous or too watery may not only make it look unacceptable but also not customer-friendly. 
PEG-90 is used to achieve acceptable viscosity. 
PEG-90 is generally used in shampoos, conditioners, creams, lotions, and other skin and hair care products.

PEG-90 is used in electron microscopy. 
PEG-90 is used as a solvent, a dye carrier in inks and a dispersant in water based coatings. 
PEG-90s derivatives like PEG esters are used as surfactants. In the textile industry, it is used as a lubricant, softener, dye carrier dispersant and an anti-static agent. 
PEG-90 finds application in personal care products like skin creams, lotions and bath gels.

PEG-90 is a binder, solvent, plasticizing agent, and softener widely used for cosmetic cream bases and pharmaceutical ointments. Pegs are quite humectant up to a molecular weight of 500. Beyond this weight, their water uptake diminishes.

Used in conjunction with carbon black to form a conductive composite.

Description
PEG-90s are a family of linear polymers formed by a base-catalyzed condensation reaction with repeating ethylene oxide units being added to ethylene. The molecular formula is (C2H4O)multH2O where mult denotes the average number of oxyethylene groups. The molecular weight can range from 200 to several million corresponding to the number of oxyethylene groups. 

PEG-90 is a polyether compound derived from petroleum with many applications, from industrial manufacturing to medicine. PEG is also known as polyethylene oxide (PEO) or polyoxyethylene (POE), depending on its molecular weight. The structure of PEG is commonly expressed as H−(O−CH2−CH2)n−OH.
