However, the FDA has not approved, nor accepted as  GRAS , the whole leaf stevia or the use of crude Stevia Leaf Extract as sweeteners. 
Whole leaf and crude Stevia Leaf Extract remain under review because there is inadequate safety information.   
Whole leaf and crude Stevia Leaf Extract, therefore, can only be sold as dietary supplements in the US.

HOW STEVIA LEAF EXTRACT IS PRODUCED FROM STEVIA LEAF?

Stevia's path from field to food consists of several steps – from sowing and harvesting to agents and distributors. 
In the middle of the value chain are stevia refineries. 
They extract the sweet substances found in stevia's leaves and mixed them into Stevia Leaf Extract. 

In this article we will take a closer look at what stevia refineries do.
The plant Stevia rebaudiana, often called just stevia, has in its leaves substances that are intensely sweet. 
These so-called steviol glycosides are extracted and can be used as sweeteners in most foods and beverages. 


*Dried stevia leaves
Stevia is grown in subtropical climate around the world for its sweet leaves. 
It is the leaves that are harvested. 

Dried, they are thirty times sweeter than regular sugar.
The sweetness comes from substances called steviol glycosides. 
They are named so because they consist of a steviol moiety with several glucose moieties bound to it.

The most common steviol glycoside is called stevioside. 
They make up between five and ten percent of the dry weight of stevia leaves. 
The next most common is Rebaudioside A (often abbreviated Reb A), which represents two to five percent of the stevia leaves’ dry weight. 

Among those that are least are Rebaudioside M (or shorter Reb M).
Steviol glycosides are extracted and refined at steviar refineries.


*Extraction
The extraction begins with the leaves being allowed to steep in hot water. 
Much like when you brew a cup of tea – though on a larger scale. 
After a time, the stevia leaves are removed and the ‘tea’ is purified in several steps.

The purified ‘tea’ then passes an ion exchange chromatograph. 
It is a tube containing a porous material that captures with electrical charge the steviol glycosides of the decoction and allows the rest to pass through. 
It can be likened to a sieve, where the substance one want to get hold of cannot pass while the rest is flushed away.

Now, the coveted steviol glycosides are trapped in the sieve. 
To access them, the sieve is rinsed with pure alcohol. 
Then the electric charge releases the grip on the steviol glycosides and they are rinsed with the alcohol.

HIGH-PURITY STEVIA LEAF EXTRACT VS. OTHER PRODUCTS:
If you’re considering using stevia leaf as a sweetener, it’s essential to understand the differences between stevia leaf products. 
Specifically, the U.S. Food and Drug Administration (FDA) has approved stevioside (or Stevia Leaf Extract, the purified form) as GRAS (generally recognized as safe), including during pregnancy.

However, the USFDA hasn’t approved products like whole stevia leaves and crude Stevia Leaf Extract for anyone. 
So, if a product’s label doesn’t include descriptions like “Stevia Leaf Extract” or “Stevia rebaudiana,” you shouldn’t use it. 
There hasn’t been sufficient research into the effects of other stevia products on health, particularly cardiovascular and kidney problems.

Stevia Leaf Extract is 200–350 times sweeter than sugar, so only a tiny amount is needed to provide the same level of sweetness as sugar.

When we consume sugar (sucrose), our body breaks it down into glucose and fructose, uses what it needs, and stores the rest for future use. 
When we consume Stevia Leaf Extract, in contrast, none of the sweetener components get stored in the body. 
Instead, gut microbes in the colon use some of the Stevia Leaf Extract for energy, while the rest gets excreted into our urine.

IS STEVIA LEAF EXTRACT SAFE?
Yes, Stevia Leaf Extract is safe to consume. 
Stevia Leaf Extract is one of eight types of low- and no-calorie sweeteners permitted by the U.S. Food and Drug Administration (FDA) for use in the U.S. food supply. 
The first Stevia Leaf Extract was recognized as safe by the FDA in 2008.

In addition to the FDA, leading global health authorities such as the European Food Safety Authority (EFSA) and the Joint FAO/WHO Expert Committee on Food Additives (JECFA) have concluded that Stevia Leaf Extract is safe to consume. 

Stevia Leaf Extract has also been confirmed as safe by Food Standards Australia New Zealand (FSANZ), Health Canada, and Japan’s Ministry of Health, Labour and Welfare.
